For my part, I’m not sure the small government conservatives ever meant a word of their seemingly libertarian rhetoric. They wanted small government only if the other party was in power.

As a former small-government conservative myself, I can attest to the fact that there were/are a handful who really did buy into the concept of limited constitutional government. I even think some folks got themselves elected thinking they could use the power to make the government smaller, then got corrupted by the power, shouted down and/or disillusioned.
