The Main Impact of Terrorism is Terror

He cites, links to and discusses an article by John Mueller the gist of which is that terrorism itself is less problematic or dangerous than the irrational overreaction to it. The risk of being a victim of a terrorist attack is miniscule, but the terror generated by attacks leads to loss of freedom and greatly increased anxiety. A better approach to terrorism would be to work to minimize the fear of it. Unless of course, you are just using fear for some political purpose of your own. Then you’d want to elevate it all out of proportion to the risk.
